I retired from state service after 29 years, which I began in 1969 right after high school. I retired early in order to spend time with my elderly legally blind mother who lives with me. At the time of retirement, I was expecting COLAs to keep up with household expenses. I received a few COLAs (2) until they ended during Treasurer Raimondo's administration. Since then, I turned 65. I went to my town hall in North Providence to receive the elderly property tax decrease. This was $10,000 less than my property assessment. At the time, two new raised ranches were built across the street from me which raised my assessment. So, actually I received NO property tax relief. The taxes increased. I made my retirement decision based on the COLAs and paying off my mortgage by the time I reached 65 which I did. However, property taxes, homeowners' insurance, utilities, etc. have all increased. My mom needs a lot of assistance and I'm trying to keep her here in the home she's lived in since 1963 and raised 4 kids and keep her out of a nursing home. I'm sure I'm saving RI taxpayers money by keeping her home. I receive no help from the state for her care. I think people who were counting on the COLAs from the beginning of their employment should still receive a COLA. Thank you for considering my testimony.
